Drift Fishing question state record largemouth bass- to eel or not to eel?

Question:

state record largemouth bass I’ve just started nighttime drift fishing for striped bass on Long Island Sound off Brooklyn in New York City.  I’ve been getting conflicting advice about using eels for bait – some say it attracts the big fish at all times, others say it only works at the end of the season.  Anyone have an opinion to share?
